Hebrews 8:7 makes it clear that the first covenant (with Israel) had a problem, and that covenant was replaced (8:13) by a new one. In chapter 9, the writer begins to detail the new covenant, providing a number comparisons between Jesus and the New Testament, and the law of Moses and the tabernacle.
